Customs clearance at Karachi Port means filing an electronic declaration for your shipment, having Customs assess it, paying duties and taxes, and then getting the container released from the terminal. In practice, you file in WeBOC or PSW, a randomly assigned officer reviews the declaration, the system routes it to a Green, Yellow or Red channel, and you settle terminal and shipping-line charges before gate-out.
Customs clearance at Karachi Port in one picture
Customs clearance is the legal process that lets imported goods leave the port. You declare what the goods are and what they are worth, Customs checks that declaration, and you pay the duties and taxes due.
Here is the Five-Gate Method:
| Gate | Name | What happens | Who usually leads |
| 1 | Paper | Collect documents and any regulatory permits | You and your supplier |
| 2 | Filing | Submit the Goods Declaration (GD) or Single Declaration (SD) | Your clearing agent |
| 3 | Assessment | Customs reviews it; the system assigns a channel | Customs |
| 4 | Money | Pay duties and taxes; settle port and line charges | You and your agent |
| 5 | Physical release | Examination if selected, release, gate pass, gate-out | Customs, terminal, shipping line |
A container only leaves when all five gates are open. Passing Gate 4 does not mean you have passed Gate 5. We come back to that below.
Who does what?
Five parties touch your shipment. Knowing their roles saves you from chasing the wrong one.
| Party | Their job |
| You (the importer) | Supply accurate documents, pay duties, answer queries |
| Licensed clearing agent | Files the declaration, classifies the goods, handles queries |
| Pakistan Customs (FBR) | Assesses the declaration, examines cargo, releases it |
| Terminal operator | Handles the container in the yard; charges for storage and handling |
| Shipping line | Issues the delivery order; charges detention for its equipment |
Do you need a clearing agent? A registered importer can file their own declaration. Most importers hire a licensed agent anyway, because tariff classification, regulatory permits and query handling carry real financial risk if done wrong. The choice is yours, but know that the system does not forgive typing mistakes.
Which terminal is your container at?
Karachi Port is a port, and inside it are separate terminals. Your bill of lading and arrival notice tell you which one holds your container. That matters because examination, storage charges and gate-out all happen at that terminal.
| Terminal | Where | Note |
| KICT (Karachi International Container Terminal) | West Wharf, berths 28–30 | Operates inside Karachi Port. It is a terminal, not a separate port. |
| KGTL (Karachi Gateway Terminal) | East Wharf, berths 6–10 | Newer container terminal |
| SAPT (South Asia Pakistan Terminal) | Karachi Port | Also hosts the Central Appraising Unit for faceless assessment |
| QICT (Qasim International Container Terminal) | Port Qasim, a different port | Under the Port Qasim Authority, with its own customs collectorate |
Terminal names and operators change over time, and some older sources still list PICT. Confirm your terminal on your arrival notice or the Karachi Port Trust website before you plan.
Gate 1, Paper: documents and permits
Customs decides based on paper. If the papers disagree, your container slows down.
Core documents for almost every import:
- Commercial invoice: buyer, seller, item description, value
- Packing list: what is in each package, with weights
- Bill of lading: proof of shipment and title to the goods
- Importer registration details: your NTN and sales tax registration, which your agent will use to file
- Certificate of origin: where relevant for duty treatment
Regulated goods need extra permits. Examples:
| Goods | Authority | What you typically need |
| Medicines, medical raw materials | DRAP | Registration, import licence or permit |
| Seeds and plant material | Department of Plant Protection | Permit and quarantine inspection |
| Goods under mandatory standards | PSQCA | Conformity certification |
Requirements depend on the exact product. Ask your agent before the goods ship, not after they arrive.
The check that saves days: Make sure your invoice, packing list and bill of lading tell the same story. Quantity, weight or consignee mismatches commonly trigger extra scrutiny.
Gate 2, Filing: WeBOC or PSW?
You declare your goods electronically. Two systems exist, and they work together.
- WeBOC (Web Based One Customs) is Pakistan Customs’ system for filing and processing declarations.
- Pakistan Single Window (PSW) is the national trade platform that connects Customs with other regulators, banks and port operators.
Which one do you use? If your goods involve a regulatory requirement, such as a DRAP or plant protection permit, you must file a Single Declaration through PSW. If no regulatory requirement applies, you can choose either WeBOC or PSW. Your clearing agent normally decides this for you.
The Goods Declaration (GD) is the core filing. It states who is importing, what the goods are, their value, origin and classification.
Get the HS code right
Every item needs an HS code (called the PCT code in Pakistan’s tariff). The code decides your customs duty, taxes and any import controls. A wrong code can mean overpaying, delay, or penalties if Customs believes the error was deliberate.
When the right code is unclear, resolve it before filing. It is far cheaper than fixing it during a query.
File before the ship arrives
You can prepare and submit your declaration before the vessel docks, using the shipping documents you already hold. This is called pre-arrival (advance) filing. It starts the clearance clock early, so assessment can begin while the cargo is still at sea.
FBR has said it plans to expand advance filing of declarations, and PSW highlights pre-arrival clearance as one of its benefits.
Arrival alone does not file anything. If nobody files, nothing starts.
Gate 3, Assessment: faceless review and the three channels
Once you submit, Customs assesses the declaration. Here is what changed in recent years.
What is a faceless customs assessment?
Faceless Customs Assessment (FCA) means your declaration is sent to a randomly assigned officer in a Central Appraising Unit. You and the officer do not know each other, and you do not meet. Karachi’s rollout began in December 2024, with the unit based at SAPT. Questions arrive as formal electronic messages, not phone calls.
The practical effect: a clean, well-documented declaration tends to move smoothly, while an incomplete one triggers written queries. Each query pauses progress until you reply.
Green, Yellow and Red channels
After submission, a risk-management system assigns your consignment a channel. You cannot choose it, but your compliance history, goods and documents influence it.
| Channel | What it means | Typical impact |
| Green | Released by the system without document review or examination (some are still audited later) | Fastest; can be same day |
| Yellow | An officer reviews your documents; no physical check | Adds time if queries arise |
| Red | Physical examination of the cargo | Slowest; usually days rather than hours |
Reported percentage splits between channels vary by source and year, and none we found is current enough to quote as fact. FBR has publicly aimed to push more volume toward Green, so treat any specific split you read as a snapshot.
Answering a query
A query is a written question from the assessing officer: a description, a value, a classification or a missing paper. Reply the same day if you can. The clearance clock stays stopped until you do.
Gate 4, Money: duties, taxes and port charges
Three separate bills exist. Mixing them up is a common source of confusion.
| Charge | Paid to | What it covers |
| Customs duties and taxes | Pakistan Customs (via electronic payment) | Customs duty, regulatory duty and additional customs duty where applicable, sales tax and income tax |
| Terminal charges | Terminal operator | Handling, storage |
| Shipping-line charges | Shipping line | Detention of its container, delivery order fees |
Customs duty is not the same as terminal charges. Paying one does not settle the other.
Watch the free-time clock. Shipping lines publish free time for containers. Maersk’s Pakistan guidance, for example, counts it in calendar days including weekends, starting from the discharge date, and says port storage and demurrage are settled separately with the port. Check your own line’s terms.
We have not listed rupee amounts here because duty depends on your HS code, value and current tariff. Your agent can estimate it from your invoice.
Gate 5, Physical release: examination, gate pass and gate-out
Paying duty is not the finish line. Four things remain.
- Examination, if selected. Karachi uses a Centralised Examination Unit that assigns examinations randomly through the customs system. Under the order that created it, the stated aim is to finish inspections within a day.
- Customs release. The system issues a release once requirements are met.
- Terminal and shipping-line clearance. The line issues the delivery order, and terminal charges must be settled.
- Gate pass and gate-out. Your transporter presents the gate pass and the container leaves the terminal.
Customs release does not mean the container has left. Terminal, shipping-line and transport steps can still sit between the two. Book your truck so it is ready when release lands, because a cleared container waiting for a trailer still earns charges.
How long does customs clearance at Karachi Port really take?
The honest answer: it depends on your channel and your paperwork. A clean Green consignment can clear within hours. A Red consignment with an examination queue can take days.
Published numbers are hard to compare because they measure different things:
| Figure | Source | What it likely measures |
| About 53 hours down to 18 hours average clearance | FBR statement, reported July 2026 | Customs clearance time |
| About 109 hours down to 18 hours | Karachi’s Chief Collector, reported December 2024 | Declaration assessment and clearance time |
| About 108 hours down to 66 hours dwell time | Olympic Agencies, citing FBR | Port dwell time (we could not find the primary source) |
| 24–48 hours; 2–5 days | Freight Corner; DSI Law | Unsourced agent and law-firm estimates |
The figures differ most likely because they measure different parts of the journey. That is our interpretation, not an official reconciliation.
The averages also hide bottlenecks. Trade-press and agent reports describe examination backlogs and stuck consignments at times, including in the first weeks after faceless assessment launched. An internal review reportedly criticized its effect on dwell times. FBR’s own stated target is 12 hours of average clearance.
Plan like this: assume your timeline is set by your slowest gate, not the average. Budget for days if your goods are regulated, high-risk or likely to be examined.
Why is my container stuck at Karachi Port?
Most stalls trace back to a short list.
| Trigger | Fix |
| No declaration filed yet | Confirm your agent has the documents and has filed |
| Container not yet discharged | Check terminal status; a vessel can arrive before your box is unloaded |
| Document mismatch | Align invoice, packing list and bill of lading before filing |
| HS code or valuation dispute | Provide technical details and supporting evidence quickly |
| Missing permit | Obtain the DRAP, plant protection or PSQCA approval first |
| Unanswered query | Respond the same day |
| Examination queue | Make sure your documents are complete so no second look is needed |
| Unpaid or unsettled charges | Clear terminal and line charges as soon as release lands |
Expert insight what a clearing agent checks before the ship docks
Replace this box with a real first-hand example from your clearing team. Suggested format: the shipment type, the problem, how it was caught, and what it saved.]
The Five-Gate scorecard. Before your next shipment arrives, answer these:
- Paper: Do invoice, packing list and bill of lading match line for line?
- Paper: Does my product need any permit, and do I have it?
- Filing: Is the HS code confirmed, and has the declaration been filed before arrival?
- Assessment: Is someone watching for queries and ready to answer the same day?
- Money: Do I know which charges go to Customs, the terminal and the line?
- Release: Is my truck booked for the day release is expected?
If you answer “no” to any item, that is where your delay will probably come from.
What is changing
The system is moving, so check current rules before each shipment.
- Shorter targets. FBR has said it aims for an average clearance of 12 hours.
- More advanced filing. FBR plans to expand filing before cargo arrives.
- A new system. Pakistan Customs has announced it will replace WeBOC with a new Customs Digital Management System, with the Pakistan Single Window Company as implementation partner. A rollout date was not confirmed in the sources we reviewed.
What if you disagree with the assessment?
If Customs assesses a different value or classification than you declared, you can challenge it. The Customs Act, 1969 provides an appeal route, and a customs lawyer or experienced agent can advise on the process and deadlines. Gather your invoice, technical specifications and classification reasoning early. This section is general information, not legal advice.
Conclusion
Clearance is five gates: Paper, Filing, Assessment, Money, Physical release. Most delays come from mismatched documents, wrong HS codes, missing permits, unanswered queries, or confusing customs release with gate-out. File early, answer fast, and have your truck ready.
FAQs
What is the process of customs clearance at Karachi Port?
You collect documents, file a declaration in WeBOC or PSW, Customs assesses it and assigns a channel, you pay duties and taxes, and then the container is examined if selected, released and gated out. Your clearing agent usually handles the filing.
How long does customs clearance take at Karachi Port?
A clean Green-channel shipment can clear within hours, while Red-channel cases can take days. FBR reported an average of about 18 hours in July 2026, but averages hide examination queues, queries and permit delays.
What documents do I need to clear an import in Pakistan?
You need a commercial invoice, packing list, bill of lading and importer registration details. Some goods also need a certificate of origin or permits from bodies like DRAP, PSQCA or the Department of Plant Protection.
What is the difference between WeBOC and PSW?
WeBOC is the Customs system for filing declarations. PSW is the wider trade platform connecting Customs with other regulators, banks and ports. If a regulatory requirement applies, you must file a Single Declaration through PSW.
What are the Green, Yellow and Red channels?
They are risk categories assigned after you file. Green is released without review, Yellow gets a document check, and Red gets a physical examination.
Do I need a clearing agent?
Not legally, since registered importers can file themselves. Most use a licensed agent because classification mistakes, permits and queries can be costly.
Is customs release the same as gate-out?
No. After Customs releases the goods, terminal and shipping-line steps remain, including the delivery order, charges and the gate pass, before the container leaves the terminal.
